2003年，乳山市創(chuàng)造了一個(gè)奇跡，全市招商引資實(shí)現(xiàn)“三個(gè)翻番”：合同利用外資、實(shí)際利用外資、實(shí)際到位內(nèi)資均比2002年翻了一番以上，分別增長(zhǎng)120%、113%和150%，創(chuàng)歷史最高水平。事實(shí)上，近年來乳山經(jīng)濟(jì)發(fā)展曲線一直飆升。近5年乳山國(guó)內(nèi)生產(chǎn)總值年均遞增12.2%，地方財(cái)政收入年均遞增26.3%，在全省縣級(jí)的位次5年間前移了13位，躋身山東省20強(qiáng)。
　　是什么撬動(dòng)了乳山經(jīng)濟(jì)超常規(guī)跳躍式發(fā)展？中共威海市委常委、乳山市委書記趙熙殿解釋道，是全市上下以投入為主線，強(qiáng)化開放、民營(yíng)兩大動(dòng)力，深入實(shí)施“借韓國(guó)、借青島、借大企”三借戰(zhàn)略，推動(dòng)了乳山經(jīng)濟(jì)列車持續(xù)高速運(yùn)轉(zhuǎn)。

　　想投資乳山的韓商，不用出國(guó)，便可在乳山駐韓國(guó)辦事處咨詢洽談?dòng)嘘P(guān)事宜；在乳山的韓商，不需回國(guó)，便可通過韓語(yǔ)電視節(jié)目，了解國(guó)內(nèi)大事……去年4月1日，乳山市專門開設(shè)了一套韓語(yǔ)乳山電視節(jié)目，聘請(qǐng)?jiān)谇迦A大學(xué)留學(xué)的韓國(guó)人李永智女士擔(dān)任電視播音員，一周兩次用韓語(yǔ)播報(bào)乳山新聞。同時(shí)，乳山市還與韓國(guó)重要的新聞媒體建立了廣泛聯(lián)系，及時(shí)通過韓語(yǔ)新聞傳遞韓國(guó)方面最新動(dòng)態(tài)。韓商們看著“自己人”播報(bào)節(jié)目，聽著自己的語(yǔ)言，了解到身邊以及自己國(guó)內(nèi)的最新動(dòng)態(tài)，心里樂開了花。
　　事雖小，意義卻大。它傳達(dá)出一個(gè)信息，當(dāng)?shù)卣�府為韓商生活考慮之周到、細(xì)致，僅去年6月份以來，乳山市就引進(jìn)和協(xié)議引進(jìn)了投資500萬(wàn)美元的韓國(guó)圣民株式會(huì)社印染、投資300萬(wàn)美元的韓國(guó)SWICO公司輕型節(jié)能磚等大小項(xiàng)目60多個(gè)，總投資1.5億美元。
　　乳山與韓國(guó)隔海相望，明清時(shí)期就有經(jīng)貿(mào)往來。為把這一優(yōu)勢(shì)做大做強(qiáng)，建設(shè)面向韓國(guó)的加工基地，構(gòu)建對(duì)韓開放的橋頭堡，今年，乳山市創(chuàng)造性地實(shí)施了借韓興乳“八個(gè)一”工程，即由韓商投資建設(shè)一處融辦公、商務(wù)、娛樂等于一體的中國(guó)第一個(gè)韓人商工會(huì)館；建設(shè)一處韓國(guó)工業(yè)園地，以優(yōu)惠價(jià)格和政策重點(diǎn)提供給在乳的租賃型加工貿(mào)易韓資企業(yè)建設(shè)固定型企業(yè)；提供土地等方面的優(yōu)惠政策，由韓商建設(shè)一處韓式風(fēng)格的韓國(guó)村，滿足在乳山韓商長(zhǎng)期安居樂業(yè)和想來乳山居住韓商的需要；在韓國(guó)設(shè)立乳山市駐韓國(guó)辦事處，將對(duì)韓合作基地前移；開辦一個(gè)韓語(yǔ)培訓(xùn)班；開辦一個(gè)韓語(yǔ)電視節(jié)目；建立一個(gè)交通“綠色通道”，韓資企業(yè)的車輛在威海境內(nèi)全程免費(fèi)、暢通無阻；實(shí)行韓商就醫(yī)、子女入學(xué)“一卡通”，解除韓商的后顧之憂。與此同時(shí)，乳山市還建立了“多口合一、一個(gè)窗口對(duì)外”的行政服務(wù)中心，最大限度地服務(wù)韓商。
　　去年6月8日，韓商金啟龍急需在1個(gè)月完成2萬(wàn)件防寒服的加工出口訂單，乳山市一上午就拿出兩份詳細(xì)的合作方案。金先生決定租用廠房生產(chǎn)，乳山市50分鐘就辦好了一切手續(xù)，一周內(nèi)整修好5000平方米廠房，配套好生產(chǎn)所需的水、電等基礎(chǔ)設(shè)施。一個(gè)月后金先生如期交貨，感動(dòng)之余，他把在中國(guó)的總部搬到乳山，還追加投資600多萬(wàn)元。韓資企業(yè)孚美服裝公司剛搬到乳山時(shí)，手握一把訂單，就是招不來工人。乳山市城區(qū)街道辦的機(jī)關(guān)干部每人主動(dòng)聯(lián)系一至兩名工人，不到3天，近百名熟練工人全部到位。12月9日，韓美工業(yè)有限公司董事長(zhǎng)金秉助在乳山行政服務(wù)中心一次性交納了11月份的水電費(fèi)、通訊費(fèi)、公路運(yùn)輸管理費(fèi)等常規(guī)性收費(fèi)。他對(duì)此評(píng)價(jià)說：“辦這些事，在韓國(guó)起碼也得五六天，在這還不用半天，而且公開透明。乳山，沒得挑！”
　　優(yōu)越的環(huán)境，吸引著眾多韓商紛至沓來、增資擴(kuò)股。韓商李河根在投資500萬(wàn)美元建成三夏第一工業(yè)園的基礎(chǔ)上，今年初進(jìn)一步追加投資1000萬(wàn)美元，建設(shè)以吸引韓資為主的園中園――三夏第二工業(yè)園，目前已引進(jìn)韓國(guó)客商6家共同開發(fā)，預(yù)計(jì)年底建成后，年創(chuàng)造社會(huì)價(jià)值1.5億元。
　　“八個(gè)一”工程的實(shí)施，使得乳山成為利用韓資數(shù)量最多、比重最大、增勢(shì)最強(qiáng)的地區(qū)之一。目前，韓國(guó)八大商工會(huì)所中有6個(gè)與乳山建立了緊密合作關(guān)系，累計(jì)批準(zhǔn)利用韓資項(xiàng)目、合同和實(shí)際利用韓資分別占據(jù)全市總量的4成以上。2003年，借韓興乳更是全線飄紅，合同、實(shí)際利用韓資分別占據(jù)5成以上份額。乳山，正日益成為對(duì)韓開放的橋頭堡。

　　2003年11月27日，青島利群集團(tuán)隆重舉行了利群乳山購(gòu)物廣場(chǎng)奠基儀式。據(jù)悉，利群乳山購(gòu)物廣場(chǎng)建筑面積2.2萬(wàn)平方米，經(jīng)營(yíng)范圍涵蓋食品、日用百貨、穿戴服飾、家用電器等諸多商品，建成后將成為乳山市最大的購(gòu)物中心。利群集團(tuán)負(fù)責(zé)人介紹，他們將在乳山投資4億元興建購(gòu)物廣場(chǎng)和銀灘培訓(xùn)中心項(xiàng)目。
　　青島企業(yè)乳山興業(yè)，“利群”絕非個(gè)例。僅去年以來，青島在乳投資的企業(yè)就有18家，總投資28億元，涉及一二三產(chǎn)業(yè)、大中小企業(yè)等多種類型。
　　乳山人有句口頭禪：“乳山是威海的乳山，也是青島的乳山�！比樯接兄�得天獨(dú)厚的優(yōu)勢(shì)，位于山東半島城市群、日韓加工制造業(yè)基地的中心地帶；處于環(huán)渤海經(jīng)濟(jì)圈、東北亞經(jīng)濟(jì)圈的重要部位，承接著國(guó)內(nèi)外、大小城市的多重輻射，有著快速發(fā)展的內(nèi)在潛力。隨著經(jīng)濟(jì)的迅猛發(fā)展，乳山市清醒地認(rèn)識(shí)到，要實(shí)現(xiàn)超常規(guī)跳躍式發(fā)展，就必須跳出傳統(tǒng)的行政區(qū)劃界限，跨區(qū)越界尋求發(fā)展。青島作為全國(guó)十大城市之一及國(guó)際上知名的濱海旅游城市、2008北京奧運(yùn)會(huì)惟一的伙伴城市，大企業(yè)云集，名牌薈萃，極具輻射力和拉動(dòng)力。為此，在推進(jìn)對(duì)外開放的進(jìn)程中，乳山把“借青興乳”擺在與外合作的突出位置，志做青島配套的加工基地、旅游的補(bǔ)充區(qū)和城市的后花園，多途徑、多方法加強(qiáng)與青島交流，以三產(chǎn)促二產(chǎn)，以小項(xiàng)促大項(xiàng)，以內(nèi)向促外向，雙方合作不斷取得新突破。為了吸引青島客商投資乳山，興業(yè)乳山，去年，乳山市專程前往青島舉辦“美麗的乳山――青島后花園”環(huán)境推介會(huì)，邀請(qǐng)島城各界人士參加會(huì)議，并在青島新聞媒體發(fā)布招商引資信息，掀起了島城客商投資乳山的新一輪熱潮。
　　早在1998年，青島頤中煙草集團(tuán)就在乳山投資興建度假中心、建設(shè)中國(guó)北方最大的封閉性足球訓(xùn)練基地――銀灘青島頤中海牛足球隊(duì)封閉性訓(xùn)練基地�！斑M(jìn)了乳山門，便是乳山人”。乳山市建立了主要領(lǐng)導(dǎo)經(jīng)常上門走訪和定期走訪制度，隨時(shí)幫助青島客商排憂解難，逢年過節(jié)還召開茶話會(huì)，贈(zèng)送慰問品。去年初，青島泰林公司到乳山銀灘旅游度假區(qū)投資，一沒有廠房，二沒有辦公場(chǎng)所。乳山市領(lǐng)導(dǎo)得知后，主動(dòng)為他們聯(lián)系了廠房和辦公地點(diǎn)。欣喜之余，泰林公司在投資3000多萬(wàn)元改造度假區(qū)的基礎(chǔ)上，去年6月28日，又和澳大利亞泰林公司投資7000多萬(wàn)美元，興建乳山國(guó)際高爾夫俱樂部，填補(bǔ)了乳山高爾夫文化的空白。在眾多青島投資商的帶動(dòng)下，銀灘掀起了一波波旅游開發(fā)熱潮。去年以來，銀灘累計(jì)開工國(guó)際醫(yī)療康復(fù)中心、金長(zhǎng)城娛樂苑等項(xiàng)目21個(gè)，總投資38億元。憑借得天獨(dú)厚的旅游資源，乳山成為青島旅游圈上一顆明珠，每年僅青島方面向乳山輸送的游客就占來乳游客的31%。
　　圍繞建設(shè)青島的配套加工基地，乳山市堅(jiān)持“不求所有、但求所在；不求所屬、但求所活”，進(jìn)一步加大與青島企業(yè)掛靠合作力度，吸引青島大企業(yè)來乳租賃企業(yè)、盤活資產(chǎn)，推動(dòng)困企變活、虧企變盈、小企變大、好企變強(qiáng)。目前，乳山已有26家企業(yè)被青島東方集團(tuán)、百龍公司等企業(yè)控股、買斷，累計(jì)盤活閑置資產(chǎn)6億多元，安排職工就業(yè)4000多人。
　　如今，青島已成為乳山市國(guó)內(nèi)招商的最大投資伙伴，青島企業(yè)來乳投資蔚然成風(fēng)。據(jù)統(tǒng)計(jì)，目前，青島在乳投資企業(yè)已達(dá)40家，總投資40多億元。乳山正日漸成為青島的大后方。
　　
　　不出石油的石油城
　　
　　今年2月初，大慶石油管理局投資2億元興建頤園生活二區(qū)。同時(shí)，投資5億元興建大慶工業(yè)園，包容建材、高科技、工業(yè)、化工四個(gè)分區(qū)。目前，正在進(jìn)行總投資1億元的一期工程建設(shè)，已落實(shí)塑鋼制品、電纜、涂料、新型建材等項(xiàng)目5個(gè)，其中投資2000萬(wàn)元的塑鋼項(xiàng)目、投資2000萬(wàn)元的塑料管材項(xiàng)目和投資600萬(wàn)元的涂料項(xiàng)目已開工建設(shè)。這是乳山市借大企興乳戰(zhàn)略、建設(shè)不出石油的石油城的典型范例。
　　近幾年，乳山市充分發(fā)揮區(qū)位、環(huán)境和資源優(yōu)勢(shì)，緊緊抓住國(guó)內(nèi)大企業(yè)戰(zhàn)略性結(jié)構(gòu)調(diào)整和產(chǎn)業(yè)轉(zhuǎn)移的有利時(shí)機(jī)，不遺余力做好“加減法”：減少審批、減少程序、減少費(fèi)用、減少負(fù)擔(dān)；加大法制力度、加大親商力度、加大監(jiān)管力度、加大服務(wù)力度。今年乳山開創(chuàng)性地對(duì)外地來乳車輛實(shí)行不扣車、不扣證、不罰款“三不政策”，為取得發(fā)展先機(jī)贏得了籌碼。去年12月4日，乳山車管所上門為大慶工業(yè)園40多輛掛黑龍江牌照的公務(wù)車、20多輛私家車辦理年審業(yè)務(wù)。大慶工業(yè)園一位負(fù)責(zé)人激動(dòng)地說：“如果所有車輛回原籍審驗(yàn)，光往返的費(fèi)用就有幾十萬(wàn)之多……乳山這件事辦得太漂亮啦！”區(qū)區(qū)小事，激起了石油人二次乳山創(chuàng)業(yè)的熱情。
　　借大企興乳戰(zhàn)略的實(shí)施，使乳山成為國(guó)內(nèi)大企業(yè)“二次創(chuàng)業(yè)”的樂園，先后有大慶石油、長(zhǎng)慶油田、勝利油田、太原石化、齊魯石化等國(guó)內(nèi)石油大企業(yè)紛紛搶灘乳山。乳山，這座不出石油的石油城正在加速崛起。
　　
　　In 2003, the GDP and local fiscalincome of Rushan City in Shandong increased by 19% and 29% over the previous year, respectively. With regard to attracting outside investment, the contracted foreign investment, actual foreign investment, and actual domestic investment increased by 120%, 113%, and 150% over the previous year, creating the highest levels in history. Historic breakthroughs have been made in terms of construction of large-scale projects. Throughout the year 2003, 176 projects with investment over 10 million yuan, and 27 projects with investment over 100 million yuan have commenced construction. Both the number of projects and the amount of the investments were three times that of the previous year.
　　According to the analysis of Zhao Xidian, standing member of the CPC Weihai Municipal Committee and secretary of the CPC Rushan City Committee, this kind of leap-forward development should be attributed to investments from South Korea, Qingdao, and large-sized domestic enterprises.
　　Korean investors who wish to invest in Rushan without leaving their homeland can get information at the Rushan Office in South Korea, while Korean investors in Rushan can learn the latest news from South Korea through Korean language TV programs broadcast in Rushan. From April 1st of 2003, Rushan began broadcasting a Korean language program hosted by a Korean lady who graduated from Tsinghua University in China. She broadcasts local news from Rushan twice a week. Meanwhile, through establishing extensive communications with major news media in South Korea, this TV program also broadcasts the latest news from South Korea. Watching TV hosted by their own compatriot and in their own language, while catching the latest domestic and international news, makes Korean investors feel quite “at home” and satisfied.
　　Rushan faces South Korea across the Yellow Sea, and these close neighbors have been engaged in trade and commerce ever since the Ming and Qing Dynasties. Taking advantage of this historic tradition, Rushan now is striving to turn itself into a Korea-oriented manufacturing base with a view toward becoming a bridgehead opening to South Korea. Therefore, from this year, Rushan has started a series of projects to carry out these good intentions.
　　To begin with, Korean investors are constructing the first commerce and trading hall for Koreans in China, and this will integrate offices, commerce, resorts, and recreation. Second, a Korean Industrial Park, which will provide room for Korean enterprises involved in processing and trade in Rushan, is now under construction. Third, preferential policies concerning land have been adopted to encourage Korean investors to construct a Korean style village to provide home to Korean investors who wish to settle or dwell in Rushan. Fourth, an Office Park will be established in Rushan. Fifth, Korean language training classes will be instituted for interested Chinese students. Sixth, TV broadcasting in Korean is now available. Seventh, the construction of a “green path” through which vehicles owned by Korean-invested enterprises can run free within the territory of Weihai will encourage growth, development, commerce, and recreation. Eighth, providing “one-stop” services for Korean investors with regard to medical care and the education of their children will alleviate major personal and family concerns. Ninth, a multi-purpose administration hall has been established to provide services for Korean investors with the utmost efforts.
　　The excellent environment thus created has attracted Korean investors to come to Rushan in a continuous stream. Lee Hogen, an investor from South Korea, has invested five million US dollars in construction of the Sanxia No. 1 Industrial Park, which has already been completed. On this basis, beginning early this year, Lee has already invested another 10 million US dollars to commence construction on Sanxia No. 2 Industrial Park, and his enthusiasm has attracted six more Korean investors to join him and participate in the development this park; so it is expected that by end of 2004 some 150 million yuan will have been put into these projects.
　　This pet phrase is popularly bandied about among Rushan people: “Rushan belongs to Weihai as well as to Qingdao.” Rushan, richly endowed by nature, is located in the center of the Shandong Peninsular Cities Group (SPCG) and the manufacturing base oriented towards Japan and South Korea, as well as being an important place for development of the economic region round the Bohai Sea and the North East Asian economic circle.
　　Rapid economic development has made Rushan come to realize that to accomplish a “great leap forward” development, it must jump out of the traditional administrative scope to seek development outside its own territory. Qingdao is one of China’s 10 largest cities, an internationally famous coastal tourism city, and the unique partner of Beijing for the 2008 Olympic Games. It is also home to a number of large enterprises, such as Aucma and Haier, producing brand name products, making it a city with powerful radiating strength. For these reason, in opening up to the outside world, Rushan regards Qingdao as important cooperative city and volunteers to act as a manufacturing base for Qingdao. With a view to attracting investors from Qingdao to invigorate itself, Rushan specially hosted a trade fair in Qingdao last year to introduce its favorable environment and invited people from all walks of life. Moreover, through intelligently using Qingdao’s news media to release news and information attractive to new investors, more and more investors have chosen Rushan as their new business home.
　　Nowadays, Qingdao has become Rushan’s largest domestic investment partner, since it has become a common practice for enterprises in Qingdao to invest in Rushan. Statistics reveal that, to date, as many as 40 enterprises from Qingdao have invested in Rushan to the tune of more than four billion yuan. Rushan, therefore, is gradually becoming a kind of economic suburb of Qingdao.
　　In early February this year, the Daqing Petroleum Administration Bureau from northeast China invested 200 million yuan in construction of the second phase project of the Yiyuan Dwelling Quarter. Meanwhile, 500 million yuan have been invested in the Daqing Industry Park, which will be involved in building materials, hi-tech industries, and chemicals. At present, the first phase of construction, with a total investment of more than 100 million yuan, will be involved in the production of plastic and steel wares, electric cable, covering materials, and new-type materials. Among them, the plastic and steel project with a total investment of 20 million yuan, the plastic pipe project with an investment of 20 million yuan, and the covering materials project with an investment of six million yuan, have commenced construction.
　　Availing itself of investments from large-sized enterprises, Rushan intends to turn itself into a paradise for both domestic and foreign enterprises.
