<p>　　</p><p>　　晚飯時(shí)，我問母親：“三年自然災(zāi)害時(shí)，您餓過肚子么？”母親嘆氣：“能不餓么，好多人都被餓死了，我親眼看見隔壁的大叔餓倒在田埂上，明明看著他在慢慢走，忽然就軟綿綿倒了下去，我過去一看，人已經(jīng)斷氣了，”說著說著，母親的眼淚流了下來，“那幾年也沒見大干旱大水災(zāi)啊，真不知道上面的領(lǐng)導(dǎo)都在干什么”？母親把這問題丟給我，走到廚房收拾碗筷去了。</p><p>　　事實(shí)上，母親跟我提起饑餓，已經(jīng)不是第一次，每次提到我的兄長，母親總是反復(fù)的敘述饑餓的場景。兄長生于1959年，正是鬧饑荒的年月，家里找不到任何營養(yǎng)品，最好的食品，是奶奶在一大碗野菜里，仔細(xì)找出幾顆飯粒，喂到兄長小小的嘴里。我懂事以后，一直對兄長的面黃肌瘦不能理解，他年長我快10歲，但卻比我矮，且經(jīng)常生病。奶奶曾經(jīng)掐算過，說兄長恐難長大，果然，30歲那年，兄長即去世。</p><p>　　兄長之死，是否與當(dāng)年的大饑餓有關(guān)，我不得而知，但有如此驚心動(dòng)魄的家族歷史，我對饑餓問題的關(guān)注便多了幾分。我曾經(jīng)利用假期，去訪問那些經(jīng)歷過三年饑餓的老人們，同時(shí)努力找尋有關(guān)饑餓的研究性著作，幾年下來，我發(fā)現(xiàn)，無論是老人們內(nèi)心驚恐的記憶，還是阿瑪?shù)賮?#8226;森對大饑餓的學(xué)理性研究，都令我這個(gè)沒有經(jīng)歷過大饑餓的人羞愧萬分。尤其是后者，當(dāng)我把讓•德雷茲和森合著的《饑餓與公共行為》讀完之后，我徹底承認(rèn)，我是一個(gè)愧對歷史，愧對生命，愧對良知的軟體動(dòng)物。</p><p>　　第一層面的羞愧，乃是我們的整體性失憶。在人類的饑餓史冊里，中國人應(yīng)該最有責(zé)任，最有動(dòng)力，也最有必要深入研究群體性饑餓問題，但當(dāng)下的局面卻證明，我們曾經(jīng)餓死了3000萬人，可是我們卻找不到一份真正直面那場災(zāi)難的文獻(xiàn)。無論是民間口口相傳的故事，還是學(xué)者們基于歷史的實(shí)證性研究，我們都呈現(xiàn)出一種整體性的缺位狀態(tài)，以至于今天的年輕一輩對那場慘絕人寰的大饑餓已經(jīng)基本失憶。一家NGO組織曾經(jīng)對100名1975年以后出生的中國人就三年大饑餓歷史做過一次隨機(jī)性調(diào)查，結(jié)果顯示，知道這場災(zāi)難的人僅為37%，了解具體死亡人數(shù)的人只有10%，而認(rèn)同這場災(zāi)難的原因?yàn)樽匀粸?zāi)害的人居然占到了95%。一位1981年出生的大學(xué)生甚至問調(diào)查人員，真的死了那么多人么，那么多人餓死了，應(yīng)該有萬人坑啊，到現(xiàn)在為止，我沒聽說過，更沒見過，因此，我不相信餓死了那么多人。</p><p>　　森9歲的時(shí)候，也就是1943年，他的家鄉(xiāng)印度孟加拉邦發(fā)生了大饑謹(jǐn)，死亡人數(shù)高達(dá)數(shù)百萬。當(dāng)時(shí)官方估計(jì)死亡100-150萬，后來森自己估計(jì)死亡人數(shù)達(dá)到300萬。森后來承認(rèn)，他之所以把畢生的精力放在福利經(jīng)濟(jì)學(xué)領(lǐng)域，與他的童年饑餓經(jīng)歷直接有關(guān)。即使他的博士導(dǎo)師、著名的羅賓遜夫人厭惡關(guān)于福利、社會判斷和規(guī)范評價(jià)的討論，要求森遠(yuǎn)離福利經(jīng)濟(jì)學(xué)，遠(yuǎn)離所有的“道德垃圾”，甚至批評森的興趣是一種不務(wù)正業(yè)，但我們看到，森卻沿著福利經(jīng)濟(jì)學(xué)的思路走了下去，并成為1998年諾貝爾經(jīng)濟(jì)學(xué)獎(jiǎng)獲得者。瑞典皇家科學(xué)院在授獎(jiǎng)公告中指出，森對福利經(jīng)濟(jì)學(xué)中的基本問題研究作出了數(shù)項(xiàng)關(guān)鍵性的貢獻(xiàn)，從社會選擇的一般理論，福利與貧困指標(biāo)的定義，到對饑餓的實(shí)證研究均屬其范圍，它們通過對分配問題的一般研究和對社會中最貧困人員的特殊研究緊密結(jié)合在一起。</p><p>　　在印度，森具有崇高的學(xué)術(shù)地位和道德地位。森的經(jīng)濟(jì)學(xué)建構(gòu)，與其說是對西方經(jīng)濟(jì)學(xué)體系的一種歷史性拓展，不如說是對印度這個(gè)曾經(jīng)飽受饑荒困擾的國度最有力的拯救。森的偉大之處就在這里，他盡管一直在歐美的最高學(xué)府里從事研究工作，但畢生保持著他的印度國籍，并經(jīng)常參與印度經(jīng)濟(jì)發(fā)展計(jì)劃的制定工作，贏得了印度人民的認(rèn)同和贊美。因而，他于1998年獲得諾貝爾經(jīng)濟(jì)學(xué)獎(jiǎng)也就成為了自1969年首屆經(jīng)濟(jì)學(xué)獎(jiǎng)?lì)C發(fā)以來獲此殊榮的首例第三世界國家公民。</p><p>　　相比之下，我們有著比森更豐富、更具體，更有價(jià)值的學(xué)術(shù)素材，可是我們卻不能出現(xiàn)那怕半個(gè)森這樣的人才，相反，關(guān)于饑謹(jǐn)?shù)挠洃浰坪跽诒荒撤N表面的富足遮蔽，我們真是太對不起那些餓死的先人了。</p><p>　　第二層面的羞愧，應(yīng)該是我們的學(xué)者們有意識的從局部著眼。</p><p>　　一個(gè)醒目的事實(shí)是，直至今日，我們?nèi)匀徊荒苷J(rèn)真地面對大饑荒的成因，在官方的文獻(xiàn)和歷史教科書中，它仍然被定性為自然災(zāi)害造成的結(jié)果。1990年，經(jīng)濟(jì)學(xué)家林毅夫認(rèn)為饑荒是公社化和不準(zhǔn)退出制度造成的，林毅夫把他的解釋放在農(nóng)業(yè)生產(chǎn)制度這個(gè)局部上，認(rèn)為正是農(nóng)業(yè)生產(chǎn)制度的崩潰導(dǎo)致了大饑荒。他構(gòu)建了一個(gè)博弈論模型，論證人民公社制度因?yàn)槿∠恕巴顺鰴?quán)”而使得社員競相消極怠工，最終導(dǎo)致農(nóng)業(yè)生產(chǎn)率和糧食生產(chǎn)的迅速下降；<br>1996年楊大利指出饑荒是由于非理性消費(fèi)（irrational consumption）造成的，楊認(rèn)為公共食堂是公共財(cái)產(chǎn)，最終導(dǎo)致公地悲劇，造成過量消費(fèi)，形成饑荒；<br>1997年，文貫中和張欣撰文指出公共食堂才是饑荒的導(dǎo)火線，即最初的饑荒并非由于FAD （Food Availability Decline食物供應(yīng)量下降）和食物獲取權(quán)的喪失引起的，而是公共食堂的免費(fèi)供應(yīng)和不設(shè)上限供應(yīng)導(dǎo)致的；<br>最新的研究有2003年周飛舟利用分省的數(shù)據(jù)資料得出地方政府救荒不及時(shí)和救荒能力低下才是導(dǎo)致饑荒及饑荒差異的主要因素，周用返銷糧發(fā)放數(shù)量的加大來說明饑荒發(fā)生時(shí)大部分省份都作出了反應(yīng)，在用省際調(diào)糧高昂的執(zhí)行成本和迫于政治壓力而未向中央政府求助，來說明地方政府救荒能力的不足。</p><p>　　應(yīng)該說，上述研究在某一個(gè)方面都找到了大饑餓的原因之一，但比較《饑餓與公共行為》，其局部性和狹小視角，以后背后的某種學(xué)術(shù)勇氣的丟失便顯露出來。正如這本偉大著作的書名所體現(xiàn)出來的定義，森認(rèn)為大饑餓的本質(zhì)原因是公共行為的失誤，具體而言，即是專制體制以及該體制下的民眾權(quán)力的喪失。在森看來，所謂的公共行為，不僅是指國家的活動(dòng)，而且包括人民大眾所采取的社會行為――不僅有“合作”的（通過公民合作），還有“對抗”的（通過社會批評和政治對抗），前者顯示，國家行動(dòng)的性質(zhì)和效力在缺乏公眾警惕和活動(dòng)的情況下，非常容易惡化；<br>而后者則顯示，公民權(quán)力的丟失，導(dǎo)致了饑餓的普遍蔓延。</p><p>　　在《饑餓與公共行為》中，“權(quán)力”成為最基本的概念。在書中，森就權(quán)力等基本概念進(jìn)行了數(shù)據(jù)式的羅列，這些基本概念包括：權(quán)力、天資與交換、擴(kuò)展權(quán)力、合作沖突、能力與生活水平、營養(yǎng)不良狀態(tài)與營養(yǎng)不良、剝奪與貧困、社會保障。</p><p>　　我個(gè)人是極力贊成森的結(jié)論的，并且認(rèn)定大饑荒和中國當(dāng)時(shí)的政治集權(quán)體制有關(guān)。在《饑餓與公共行為》里，我們看到，與中國三年饑餓比，同一時(shí)期的印度，雖然民主體制無法防止下層民眾的慢性營養(yǎng)不良，但是卻有效防止了1943年大規(guī)模饑荒在印度的重演，因?yàn)轲嚮暮芸鞎鹆嗣襟w的注意和報(bào)道，印度政府及早地采取了補(bǔ)救措施，印度自從獨(dú)立之后就沒有再發(fā)生大饑荒，與此很有關(guān)系。反觀中國，當(dāng)時(shí)的集權(quán)體制阻礙了饑餓信息向中央政府傳達(dá)，而群眾對整體性的饑餓局面沒有起碼的知情權(quán)，天真的以為自身的饑餓僅僅限于自身，或者僅僅限于一個(gè)生產(chǎn)隊(duì)，或者一個(gè)村莊。</p><p>　　遮蔽很有可能在大饑餓的蔓延中起到了推波助瀾的作用，遺憾的是，今天的中國學(xué)者們在探索大饑餓的成因，尋找解決大饑餓的方法的時(shí)候，似乎仍然在遮蔽什么，或者是回避什么。</p><p>　　需要補(bǔ)充的是，盡管阿瑪?shù)賮?#8226;森擴(kuò)展了人類經(jīng)濟(jì)學(xué)的發(fā)展道路，對中國經(jīng)濟(jì)學(xué)的普及和發(fā)展有著巨大的影響，但國內(nèi)經(jīng)濟(jì)學(xué)界對森的評價(jià)卻是見仁見智的。一部分學(xué)者對森大加贊賞，認(rèn)為目前中國經(jīng)濟(jì)學(xué)界存在重制度探討，輕福利研究的傾向，而在經(jīng)濟(jì)生活中，也存在強(qiáng)調(diào)物質(zhì)刺激，忽視道德建設(shè)的現(xiàn)象。而森的理論在于指出了價(jià)值判斷和倫理道德對于經(jīng)濟(jì)的重要作用，使得我們重新審視這個(gè)忽視的環(huán)節(jié)。趙曉談到，他一直沿著斯密的《道德情操論》和森的《饑餓與公共行為》的學(xué)術(shù)線索在思索，2002年他寫下的《有教堂的市場經(jīng)濟(jì)和無教堂的市場經(jīng)濟(jì)》，應(yīng)該是他思索一個(gè)階段以后的個(gè)人總結(jié)。另一部分學(xué)者比如李仁貴、黨國英則認(rèn)為，這種看法貌似有理，實(shí)際上真正忽視了中國經(jīng)濟(jì)學(xué)甚至是中國社會發(fā)展所欠缺的東西，所謂道德，是依靠羞恥感來維系的人們的自律性行為準(zhǔn)則，中國經(jīng)濟(jì)還是應(yīng)該按照“倉廩實(shí)而知禮節(jié)”的思路，在制度建設(shè)上繼續(xù)跟進(jìn)。</p><p>　　我們認(rèn)為，經(jīng)濟(jì)學(xué)界對森的認(rèn)知上的分歧，正好體現(xiàn)了森的巨大價(jià)值。如果把森的另一本偉大的著作《以自由看待發(fā)展》結(jié)合起來閱讀，相信國內(nèi)的學(xué)者們會一致認(rèn)為，其實(shí)森在他的學(xué)術(shù)體系內(nèi)，已經(jīng)解決了本質(zhì)性的制度問題；<br>而如果單獨(dú)就《饑餓與公共行為》一本書來看，我們更愿意把森的工作當(dāng)成一種公民啟蒙。事實(shí)上，這正是森的意圖，他在談到這本書時(shí)，清楚的說明：“我們試圖使討論盡可能少一些專業(yè)性，使人容易理解，有時(shí)我們還不得不滿足于簡潔的陳述，因?yàn)檫@種方式與另一種更正式的風(fēng)格相比，可能要少點(diǎn)嚴(yán)厲性”。</p><p>　　如此看來，對于中國當(dāng)下的經(jīng)濟(jì)學(xué)界和普羅大眾而言，《饑餓與公共行為》可能是一部難得的啟蒙讀物。（南方都市報(bào)）</p><p
